All individuals must abide by the chain of command in the ranking structure of Konohagakure. No matter the age, or heritage.
Any Shinobi of Konohagakure that should cross those marked as a Missing Shinobi, will use their better judgement on whether or not to attempt to capture or kill subject. If neither course is taken all information regarding the situation must be reported back to the Village immediately.
No Genin may leave the Village walls unless escorted by a Jounin.

[Civilian Laws]

No Konohagakure Citizens may assault another or a shinobi of Konohagakure or they will be arrested by the Konohagakure Police force and seen to trial.
Konohagakure Citizens may never seek monetary means outside the walls of Konohagakure without proper approval and investigation to the details of the business in question.
Theft, Treason, and Murder are considered high crimes and all citizens that commit these crimes will be arrested or killed on resisting arrest. Should they be arrested they will stand trial.
During Warring Periods, All Citizens of Konohagakure must abide by the orders of the ranking shinobi of Konohagakure. Within reason, for their safety.

[Shinobi Rules]

A Shinobi must always place the mission first.
A Shinobi must always leave no trace behind by any means.
A Shinobi must never show weakness
A Shinobi must be capable of seeing the hidden meanings within the hidden meanings.
