You'll have to choose between either Physical or Chakra detection rolls here, but physical seemed more appropriate given the RP. 2JP (1 E-rank, 1 Non-Damaging. E ranks don't receive a bonus from inverse rolls); had to make a chart specifically for -Detect/Stealth, now posted on jutsu charts.


FUINJUTSU: TAROT – THE HEIROPHANT
TYPE: NIN (WIS)
RANK: E
COST: 1 CP + 1CP/10 Minutes
RP: The user offers an individual a card with an intricate design of a seal creating an image of a holy priest, also known as the Heirophant. The imprint then begins to creep up along the target’s body and places itself along the spine to the root of the brain where a link will be made between the barer and the sealer. By entering a meditative state, they can communicate with each other through their “inner worlds” or a place where consciousness resides.
DF: (Out of Combat) Create a link between the user and three individuals for communicative purposes, Like a “Chat Room” up to 1 Area away.

Okay, so for this one you started off with 5JP (1 E rank, +4 out of combat)
2JP= 1 Area distance
3JP= +3 Targets

What we can do is lower the range and increase the number of people, or visa versa for:
5 People in same area
1 Person within 2 Areas
Depending on how you want to do things, but I stuck to the middle ground here. Unfortunately being an E-rank, you're not going to see much in the way of bonuses for self-penalizing and it seemed rather major and Kinjutsu-like to inflict that sort of thing. We can readd it if you want.


For Offensive puppet jutsu, I am requesting Crit specialty turned to DoT. -- Changing slot specialties would be in the Slot Request forums and affect all of your puppet-type techs. That said I have no issues with it and will balance these for HP Damage+DoT

OFFENSIVE) S.C.R.A.T.C.H.
TYPE: Tai / Ken (DEX / STR)
RANK: E
COST: 1 Cp
DESCRIPTION: The Puppet extends claw like blades and makes a wide arc swipe to cut its target to pieces.
DF: Hit 1 Target, (Rank+1)/2 HP Damage for 1D2+1 Rounds.

1 JP for +1 Damage, 0JP for DoT


OFFENSIVE) B.I.T.E.
TYPE: Tai / Ken (DEX / STR)
RANK: D
COST: 2 Cp
DESCRIPTION: The Puppet performs a focused attack to chomp down on a target, applying pressure of 100 psi, enough to cause a fracture to the bone.
DF: Hit 1 Target, Rank Dmg + Lower a target's Tai / Ken Dmg rolls by 1d2 for 2 Rounds.  
(XX) - 1D2 To universal defense rolls for the Puppet for 1 Round.  


3JP (2 Base, +1 Inverse)
1 JP +1 Duration Negative
2 JP -1D2 Discipline Damage Rolls



OFFENSIVE) G.R.O.W.L.
TYPE: Nin-Tai (DEX / STR)
RANK: D
COST: 2 Cp
DESCRIPTION: The Puppet is installed with an amplifier / speaker that creates super-sonic frequencies that cause the molecules within an individual to vibrate violently and softening its defenses.
DF: Hit a Target, No-Rank Dmg + Target receives +1d2 Hp Dmg / Hit for 2 Rounds.


2JP (Increasing damage is damaging)
1JP Duration
1JP Damage Amp(?)
This jutsu seems like it's a bit low in rank for what you're going for, as most damage buffs are per round. It'd be more like...

Effect: Hit a target for Rank Damage. If the target is hit again within 2 rounds, they take an additional 1D3 Damage.
Note: If the individual hitting the target has a bonus to damage, this follows stacking rules.

DF: (Non Battle) Create a link between individual or individuals  for communicative purposes, Like a “Chat Room” up . Up To _____________________________________ .

For this one you can go either 1 area up to three people  or Two areas to contact one person .
