The user charges his hand with lightning chakra then strikes an enemy. On contact he creates a ball of lightning in the target's body, numbing the area. When the user is hit next, the lightning explodes out of the user, ripping them apart from within.
DF: The user makes an unblockable attack with their WIS, alternatively they can make a normal attack with his STR/DEX. There is no damage when the target is hit with this jutsu. However, the next time the target is hit than this jutsu deals double the target's DR in lightning damage before damage is calculated. (Effectively removing their DR and dealing damage equal to it.)(IE: Target has 4 DR and is hit with Lightning Blossom, then a kunai. When the kunai hits, the target takes 8 damage, then takes the kunai damage.)
