Well let's see here, if you just want to know how to make those elements a thing in your power slots then this could be a suggestion.

Devil's Embrace
Core Ability
The Fuuinjutsu that seems to cover only just Hotaru's right arm and shoulder may look incomplete but it is indeed finished as his chakra has manifested not only as a person with great Potential in Katon but also 3 powerful versions of Katon Known as Inferno, Hellfire and *NAME* granting him more power over ninjutsu.
Base I: Gain access to Inferno & Hellfire Elements. Gain 1 x E Inferno jutsu, Gain 1 x E Hellfire jutsu
Upgrade I: Gain access to Devil's Embrace Element. Gain 1 x E, 1 x D, 1 x C Devil's Embrace jutsu(s)
Upgrade II: N/A
Note: Primary for all three elements is Katon. 3 PP = 1 PP Dual Slot, 2 PP Kekkei Tota

This suggestion would have Katon as your natural element though you would not gain the Katon specialties you wanted. However, this suggestion would be the most efficient way of getting access to your kekkei tota. I've also went and condensed them into one slot since it would fit better in the RP description you put up. One drawback of doing it this way is that it would be slightly messy to add in slots for free jutsus. (Which imo would not want you to spend extra PP on free jutsus since you can get them through RP Tokens anyway.)

He can have hellfire jutsu and use it completely differently. He does not need to use it as you have outlined it. Just as people with any custom elements don't need to copy what other versions of that element do.
