Let it be known,
after careful discussion, myself and elders have decided to put an age restraint on youngest someone can join the active forces. Age decided was fourteen, with allowing especially skilled and talented young shinobi of twevle and thirteen years to serve if given specific permission by hokage's office and their clan combined. This is not being applied retroactively but will be enforced from this year onwards.
