The Great Thread of HELP Rules are Vague/Confusing

Hp degen lowers hp regen and hp healing recieved by x. single slot duration(at least for hatake) is currently 1/1/2/2 rounds, I have the slot from hatake so i had to ask myself.

I did purchase the Medical discipline and the thing I quoted is from the Medical chart, so I'm a bit confused.
